How could this be? We've had so many more cops on the beat in these cities that almost every other city of comparable size. Now that Trenton's laid off a few, they STILL have more cops than most cities and crime hasn't changed much. I'm shocked! Possible, just possibly, it's who lives there that make these cities what they are.
