Agreed ,but not with a 15% voter approval

Local governements and their citizens should be able to opt out of civil service. They should opt out the same way they opted in! The Governor however wants a rigged election. He wants only a 15% override . That is not democratic. If a community wants to opt out ,fine, but with a 50% plus 1 just like other referendums. Democracy is a two way street.
