It's 2009 - that photo is very innocent compared to what is showed on TV and the internet nowadays. The whole article is not about that photo but what a local candidate is doing to "meet" potential voters. I think that photo is relevant to the article, which is exposing what a local candidate does for a living in NJ. it's not something I think many people would want their local candidate be doing and you should be worrying more about the candidate and what is said in the article then a photo.
