There is absolutely has not been any real justification as to the benefits for closing non operating school districts. They operate on a shoe string budget that is enough to pay for tuition, transportation and some minor administrative costs. There has been no effort to evaluate the financial and/or tax implications resulting from such actions. That being said, there is an anticipated tax increase to these communities as a result of the merger.
