Seems to me there was some financial hanky-panky when a pension fund was raided in order to lower taxes under Christie Whitman's reign. And certain state legislators were offered high paying government jobs after they retired if they agreed to pass this bill. So if you pay off assemblymen for voting your way by giving them high-paying low-work jobs--that's okay?
Just because that sort of patronage is not illegal doesn't mean it doesn't mean it is not a corrupt practice. It simply means no one has thought to make it illegal.
