enforce laws to hold cat owners accountable and responsible for there cats.

TNR,as most of know this program is a band aid, TNR contributes to the problem not the solution, TNR does not understand they are placing the cats at high risk when they place the cat back into the community, due to taxpayers/homeowners heck people who protect there investments ,law abiding citizens who care about there communitys, do not want roaming unsupervised animals on there property period. therefore since we have no cat laws to hold irresponsible cat owners accountable and responsible for there cats they continue to roam free and become abused and killed and trapped by people who have 0 tolerance for roaming cats.( TNR can't stop this,they contribute to it)TNR neglects the cats health and safety just as much as the irresponsible cat owner who allows there cats to roam freely no diffrence in the two, both irresponsible and make choices and decisions based on how they feel rather then making a choice that is in the best decision of everyone involved humans,wildlife,cats.therefore it is in the best interest of everyone involved for the health and safety of everyone involved we hold cat owners accountable for there actions, allowing your cats to roam unsupervised is neglect.Feral moms are not the root of the problem not having laws for cat owners is the root of the problem. feral off spring came from domesticated cats who have irresponsible cat owners allowing there cats to roam freely unsupervised. domesticated cats that are not fixed also mate with feral cats.Nothing will change andtill we have cat laws for cat owners that is the truth. A individual who lives in the projects trapped and killed 10 cats had them hanging off his arms and tryed to sell them on craiglist.This happens when you don't have laws to hold cat owners accountable the cats become targets for abuse, the cats are abused and of no value to some people when you don't have laws for cat owners. it might have been the 10 cats TNR released back into the community.But TNR turns a blind eye to storys like this and there are thousands of storys like this one regarding cat abuse and neglect.neutering a cat is good but it does not fix the root.
