I agree. This officer was NOT "trained" to just immediately start pouncing and throwing around individuals classified as EDP (Emotionally Disturbed Persons). There's proper protocol to follow and rios failed to do so. You can see in the video that even his partner tried to stop him several times.
The man may be emotionally disturbed as alleged but nothing in that video justified any type of physical force from the officer. The officer needs an exam and remove him from the force. He's worst than ordinary criminals, he's a criminal with a badge!
