Why can't we put the 60,000 NASA workers to work doing something productive like fixing our broken down INTERSTATE HIGHWAY SYSTEM? The highways in this country are a mess and every bridge consists of two speed bumps. Surely a rocket scientist can figure out how to transition from a highway to a bridge and back again without a teeth jarring bump. It may take new technology and new methods and I'm sure they can manage to spend billions of dollars on any project given to them.

I think that you don't understand the concept. Not all the people losing their jobs are scienctists. It would also be a waste of intelcit to use them to repair our roads. If you care about it that much why don't you get a shovel and some asphalt and do it yourself.
