So we can't cut spending in good times because we have the money, so why not spend it. And in bad times, when we don't have the money, we still can't cut spending because "it is unwise to balance budgets by cutting services and support for lower and middle income residents." I guess these are the same services and support we layered on when everyone thought the money would just flow in forever. Great way to budget. Pretty soon the only people left in NJ will be the ones getting a handout - public employees and people on the dole.
