Tierra Morgan-Glover, was “awake, alert, and helpless,” strapped in her car seat when her father tossed her from the bridge, according to Deputy First Assistant Prosecutor Richard E. Incremona, speaking at the court hearing for Arthur E. Morgan III in Monmouth County Courthouse on Monday.
Morgan was arrested in California last week and returned to New Jersey to face murder charges.
Prosecutors said Morgan tossed the car seat with his daughter secure inside from an overpass into the creek. To ensure that the seat would sink, Morgan attached a car jack to it as an anchor, according to the Washington Post.
According to the Asbury Park Press, Imani Benton, 24, Tierra Morgan-Glover’s mother, was led from the courtroom after the hearing near collapse and in tears. Muffled gasps had been heard in the court when Incremona alleged that Morgan wedged the car jack into the child’s seat.
Superior Court Judge Thomas Scully set Morgan’s bail at $10 million, at the request of Incremona. Morgan did not enter a plea. If he is convicted, Incremona suggested that Morgan should be sentenced to life without parole, the strictest punishment in New Jersey since the moratorium on death penalty cases.

New Jersey’s Division of Youth and Family Services had investigated the relationship between Tierra Morgan-Glover’s parents four times, and have not seen that the girl was in any danger. The Press of Atlantic City reports that two investigations are taking place into their decisions.
According to the Asbury Park Press, DYFS’s Child Fatality and Near Fatality Review Board, will be having its own review. Commissioner of the New Jersey Department of Children and Families Allison Blake said, “We’re trying to find out if our system failed this child.”
