Why would anyone be surprised that red light cameras do not tend to reduce accidents? It has been known for a VERY long time that simply adding 1.0 seconds or more to the yellow intervals will drop the violation rate by MORE than a ticket camera program. And, as should be obvious to anyone, if a driver does not run a red light, their risks to cause an in-intersection accident are zero. Red light cameras are about revenue, not safety, and this has always been the case.
