Is this a ploy to make sure children from urban areas remain in urban areas with a variety of choices for charter schools? How about being bused out of district if your school fails. As long as the playing field is equal, then I will teach any child and be judged.. Make sure the child does not have mental or phychological disorders. You can only judge a child's progress. It used to be that way. Everyone is not the same. What will happen is a lot of cheating. Changing test scores, giving answers. This I'm sure is done in a lot of areas anyway. Let/s be real.
