Republican Presidential candidate Herman Cain has suggested that we replace all payroll taxes and the highly progressive and extremely inefficient Federal Income Tax system with a much simpler one. His idea would be to tax both corporations and individuals a flat 9% tax rate on all income and also implement a 9% sales tax. Currently this would generate approximately $2.1 trillion, which would be revenue neutral. Would this be a good idea?
On balance, a single 9% income tax rate seems to make sense. It would tax all income, regardless of how it was earned, at 9%. In other words, both capital gains and ordinary income would be subject to the 9% rate, and there would be no deductions permitted so that all income would be subject to the tax. This alone would not raise as much revenue as the current system.
To make up the difference he proposes a 9% sales tax on almost everything that we purchase. He has also stated that, in the future, he wants to reduce the income tax rate, perhaps to zero and offset the revenue loss by implementing a “progressive consumption tax” where the highest rate would be about 23%. Does this make sense?
The flat tax on income seems to make sense. Everyone would pay in proportion to their income. For every dollar that was earned, 9% would be taxed. Those who earn lots of dollars would pay more than those who earn few dollars, but they would each pay the same proportion of their income. I have always thought that this makes sense.
The sales tax, which could eventually lead to the “progressive consumption tax”, may be a problem. Many economists have supported the consumption tax concept. The most popular view to compute this, is for an individual to add up all of his income. Then subtract the portion of income that went to saving or investments. The balance would represent consumption and this would be taxed at a rate that increases as consumption increases.
Some economists argue that the income tax could be completely eliminated by making the consumption tax so progressive that those high income earning people who spend large sums would pay a much higher rate than lower consumption and income earners.
The consumption tax, regardless of rate changes, would be regressive in nature and therefore may not be a good idea.
The problem is that lower income earners devote little or nothing toward saving, because they simply can not afford it. They would therefore be taxed on all of their income. Even if the rate was very low, it would still be a regressive tax and place a burden on those workers who did not make sufficient income to save.
The other problem is that very high income earners would have only a small portion of their income subject to tax. Let’s look at a wealthy individual who earns say $10 million per year.
He may be able to save or invest up to $9 million of his income if he spends say $20,000 per week (about $1 million per year) to support his lifestyle. Even if the tax rate on his consumption was very very high, say 50%, he would pay only $500,000 in taxes. That represents only 5% of his income; a huge tax reduction for him compared to the current system. While, in the long run, it would encourage more investment which would lead to growth, the tax burden would be shifted to lower income earners.
Is there a better idea?
There certainly is. How about a 12% single rate tax on all income above the poverty line, with no deductions for anything and no consumption tax? This 12-12-0 plan would replace the Federal Income Tax only (leaving payroll taxes in place) and would be revenue neutral. It would also likely encourage significant growth in the economy. And it would be fair since each taxpayer would pay taxes in proportion to his income.

Argument 5: 999 eliminates social security and Medicare.
Answer:
Sorry, but that is incorrect! 999 does cover SS and Medicare.
Where do these people get this stuff!?
Argument 6: empowerment zones will create more poor and larger "ghettos"
Answer: empowerment zones Are modeled to create better living.
They promote people (not just the poor) and business to move to those areas.
The tax incentives make it much more appealing to operate business, build homes, reside in, and work in those areas, reviving the impoverished areas into flourishing communities!
Herman Cain is the only "politician" ever to propose real legislature to actually help minorities in impoverished communities!
Argument 7: 999 will increase state sales tax.
Answer:
Definitely not true!
The federal tax and state tax are separate and one does not effect the other.
State taxes stay the same and the federal tax is offset by removing embedded taxes!
Argument 8: 999 gives the government power to raise taxes, who says 999 won't become 12,12,12 or 15,15,15?
Answer:
Ridiculous! Sorry my friends, but THAT is the current tax system!
The government alters our taxes all the time right now!
Unlike the current tax system, 999 requires a supermajority to alter!
You are far less likely to see tax increases under 999!
Argument 9: the 999 sales tax is just another revenue stream for the government, giving government more control.
Answer:
What! Are you serious!
999 replaces a seemingly endless number of taxes and 76,000 pages in the current tax code with 3 easy to understand taxes!
This is the worst argument by far!
Give me a break!
Argument 10: 999 will not raise enough revenue, you can't lower taxes for everyone and get enough revenue.
It will not be revenue neutral.
Answer:
Not True!
You have to look at 999 from a dynamic analysis. Don't be fooled by all the analysis of 999! They are nearly all static which assumes no behavioral change in business and consumers.
With static analysis 999 would not possibly work.
However, like Cains analysis, a dynamic analysis realizes the boom in confidence business and spending, thus generating the necessary revenue.
The beauty of 999 and the fair tax is the economic driving factor.
Consider our current tax system as a row boat.
This boat has a row team of 4.
The first three are lean and athletic.
The fourth heavy and out of shape.
Under a static analysis if you remove the heavy rower the boat will be at 3/4 power.
Under a dynamic analysis if you remove the heavy rower the boat becomes much lighter and the remaining three are relieved of the burden and reenergized. the boat becomes much lighter and much faster.
So if the first thee lean rowers are 999
And the fourth heavy rower is the burdonsome taxes on corporation and individual
It now makes sense that removing the heavy out of shape rower (burdensome taxes) will allow the lean rowers (999) to create more revenue!

Argument 1- everyone will pay much more for goods with a federal sales tax.
Answer:
IT DOES NOT INCREASE COST!
The 9% sales tax is actually a replacement for Embedded taxes in the price of products that average 21-23% increase in cost passed down to the consumer.
Lets say the Embedded taxes are reduced to...oh...how about 9%!
thats a 12-14% difference in cost!
that's not an additional tax but a decrease in price folks!
That's right....
Lower prices!
13 % decrease in cost
- 9 % new tax
= 4 % reduction in actual cost!
This can't be argued.
Argument 2-you can not trust companies to lower prices, they will just hoard all the profit.
Answer:
1. First off, most people and business are honest, and it makes no sense to hoard profits on a small portion when lowering their price will sell more product, improve public opinion and make them more competitive and profitable. It's Competition that drives business profits! Business make more money when the can lower cost!
And on top of the solid savings in taxes there will be an equally impactful cost reduction due to the growth and competition 999 will bring! So prices could go down considerably more than just the tax benefits suggest!
2- secondly, the 999 brings clarity and transparency like never before, empowering the people to hold business accountable!
The people will have control!
I in NO WAY endorse the occupy wall street people but they prove my point that the American tax payer is ready to hold business accountable. 999 does just that!
Now that sales tax is cleared up and we understand we will not pay any more for goods let's move on.
Argument 3- Most People will pay more in taxes.
Answer:
NOT TRUE!
Now we know that sales tax does not increase costs we focus only on income tax. Heres a quick break down into 3 classes:
-The poor-
999 includes waivers for below poverty families!
-The middle-
The middle pays between
14-19% now.
9% under 999!
-The wealthy-
The wealthy pay an average of 24-29% now.
9% under 999!
Clearly most people will pay much less in taxes!
Argument 4: people will pay twice on their income tax.
People will actually pay 18% on income.
Answer: wow! This makes no sense what so ever.
It's 9%! Under 999!
Business are saving and average of 23-38% over all and people are claiming somehow we will pay a hidden 9% bringing tax to 18% on income? This analysis is partially derived from payroll taxes that do not exist under 999 and it is also a static analysis which means it assumes no behavioral change in business or consumer.
Only a dynamic analysis like Cains gives a true figure. Sorry but this argument is too far out there and the math so far off I can't explain how they got to this conclusion.

A flat tax rate that dramatically reduces the overall citizens tax burden!

I hear the most complaints here.
So I hope this helps explain the benefit of the sales tax.

9% corporate tax rate will save business an average of 10-20% or more on gross income!
Which business would use to expand, hire, and increase wages!
throw in the tax incentives to buy American goods and business will pay even less while helping bring business back from over seas!
And to top it all off 999 removes tax from all exports! Along with the lower tax burden pushing the USA back to it's rightful place as a global leader in exports!
Jobs! Jobs! Jobs!
999 over view:
Prices would not be affected and businesses would have more money to grow along with no capital gains tax and incentives to buy american products and a tax relief to boost exports it would be a massive boom to the American economy!
Jobs! Jobs! Jobs!
Price paid for goods drops or stays the same and we get more jobs and better pay!
Empowerment zones:
Modeled to create better living.
promotes people (not just the poor) and business to move to those areas.
The tax incentives make it much more appealing to operate business, build homes, reside in, and work in those areas, reviving the impoverished areas into flourishing communities!
(all families in poverty regardless of geography will receive tax breaks as well!)
Cain is the only "politician" to ever offer legislation truly geared toward helping minorities and revitalizing impoverished communities!
Political corruption
Another driving factor is the elimination of corrupt politicians ability to pick and choose who pays what tax to "buy off" (ie. The giant GE paid no taxes in 2010) or punish business that diagree with their agenda with higher tax burdens.
The media and establishment republicans and democrats are terrified of Herman Cain because 999 removes lobbyist and special interest from the equation! Giving power back to the people!
The IRS:
Another value is the benefit of a dramatically reduced cost for tax compliance! 999 will save billion each year in compliance costs for consumers and business alike!
Some economists strongly object and many enthusiastically embrace the 999 plan.
But really.... Look where these "economist" ideas have brought us?
999 is simple, transparent, and will most certainly grow our economy.
It doesn't take an economist to see the value in 999! American citizens will make an easy conclusion that 999 is indeed bold simple and much needed!
Make politicians accountable!
Make corporations accountable!
Get the IRS off Americas back!
Get to know 999 and help Americans take back control!
