A normal operating schedule for the NJ Transit trains and buses will not be resumed for 4-5 weeks. Flood damage will keep any trolleys from going north of Hoboken South.
Trains on the Northeast Corridor will likely resume service on Monday, November 5, running on a weekend schedule, noted Northjersey.com. Hudson-Bergen Light Rail will run from Bayonne to Hoboken South.
An updated schedule of trains and buses on NJ Transit is available here. Rockland Coaches has resumed commuter service, but not all schedules are operating on all routes.

The federal government is sending 200 buses to help New Jersey commuters, and they are expected to arrive on Monday.
