Well, a few cops (regular or auxiliary) in their dress uniforms (and perhaps some firemen and paramedics - retired or active) also in their dress uniforms strategically placed would do the trick. Inside the Alamo in San Antonio, Texas, a couple of retired and/or honorary Texas Rangers (in their tan uniforms) are placed to maintain decorum and respect. They do the job just fine. Something like this could work at the 9-11 memorial, and add a note of solemnity. Just a thought . . .
