Alex Moody of Jersey City charged in theft at New Jersey State University

handcuff121409_optThere was a another arrest Monday in the case of a suspended office manager at New Jersey City University who was charged Friday with stealing over $167,000 in student funds.

Alex Moody, 51, of Jersey City, was arrested at his home and charged with second-degree theft by deception, state Criminal Justice Director Stephen J. Taylor said. Moody allegedly participated with his wife, Shaunette P. Ruffin-Moody, 48, in the theft from the Student Government Organization (SGO).

Ruffin-Moody, who was office manager for the SGO, allegedly issued unauthorized checks from the SGO checking account made payable to herself and her husband. She was charged on Friday with second-degree theft by deception.

The SGO is a non-profit organization funded by student activity fees charged to students. About $600,000 is deposited into the SGO checking account annually. Ruffin-Moody's salary and benefits are paid from the funds, but most of the budget is used to fund student athletics and other student activities.

As part of her duties, Ruffin-Moody filled out payment vouchers to have SGO checks issued. The vouchers and checks had to be validated and signed by other university officials.

It is alleged that between July 2008 and December, Ruffin-Moody issued 80 unauthorized checks totaling $167,972.23 in the names of herself and her husband. Specifically, she allegedly had 73 checks totaling $151,962.23 issued in her husband's name, and seven checks totaling $16,010 issued in her name.

On each check, she allegedly forged the signature of the associate dean who is required to sign SGO checks. The unauthorized checks were discovered last month, after several SGO checks bounced and Ruffin-Moody reported that the SGO had exceeded its budget. She was suspended without pay from her job as office manager after the suspicious checks were identified.

The charge is the result of an investigation by Det. Sgt. Geoffrey P. Forker, Det. Mario DiRienzo and the State Police Official Corruption North Unit. Deputy Attorney General Perry Primavera is handling the case.

The theft charge carries a sentence of up to 10 years in prison and a $150,000 fine. Because the charge is an indictable offense, the case will be presented to a grand jury for potential indictment. Bail was set at $150,000 each for Moody and Ruffin-Moody.

It's interesting that "New Jersey State Police Official Corruption North Unit" will investigate the theft of $152,000 from New Jersey City University (NJCU) -- but will not investigate the fraudulent use of academic credentials by NJCU President Carlos Hernandez.

NJCU President Hernandez, due to his incompetence, created an environment in which financial "irregularities" became somewhat commonplace at NJCU.

The following instances, of fraud and theft, have already been documented (proven) -- but not prosecuted at NJCU -- possibly because those who committed these crimes were Caucasians.

NJCU President Carlos Hernandez -- fraud. This fraud resulted in the hiring of NJCU Vice Presidents of Finance, who were "lax" in their oversight over those responsible for handling cash transactions at NJCU.

Misuse of "sick leaves" which have cost New Jersey taxpayers millions;

Illegal promotions (promoting those to professorships without the required PhD) have easily cost the New Jersey taxpayers in the $20,000,000 range.

One ten-year "no-show" professor has cost the taxpayers several million; (a white guy)

A five-year "no-show" professor, about $500,000 (interestingly a black guy -- but a personal friend of former NJCU President Maxwell).

About ten-years ago, $100,000 was stolen from NJCU's Development Fund -- however, the person responsible for administering this fund was allowed to retire with a $75,000 a year pension -- but he was "white."

A full-professor used a non-existent PhD for ten years -- was promoted to full professor nonetheless, but was never prosecuted -- because he was white.

NJCU arranges for the Attorney General's Office, to investigate me -- because I was critical of a NJCU Professor (then aged 35) for having "married" a 12-year-old child.

A picture of this "married" couple is currently available on-line -- with this child-bride pictured fully-frontally-nude. (Google: Image Results for Kenneth Good -- open just above the row of photographs -- and Professor Good accompanied by his nude 12-year old wife will be there to greet you.) But Professor Good is white -- so no child pornography laws appear to be broken.

Travel abuses by senior NJCU officials; untaxed "European Study Tours" (either discounted, or provided for free to connected NJCU Officials).

The illegal sale of books to students -- for which professors are paid, but probably not taxed.

The hiring of a full-time, former New Jersey Deputy Attorney General -- and the assigning of this "crime fighter" to the NJCU President's Office --and paying this guy close to $500,000 to date -- to try to cover-up these frauds and thefts.

So, as you can see -- this "arrest" and "prosecution" appears to be "selective.

This "theft" while serious, is not "as" serious and as costly as other crimes that have taken place at NJCU -- and the question is "Why" is this crime being prosecuted -- but not any of the others?

In other words, is there a racial component to this apparent selective prosecution?

NJCU needs a complete financila audit of its entire budget going back for as lonas possible. I attempted to have this done -- but was informed that unless I could prove that theft had occurred -- no such "check-up" audit would take place.

NJCU is routinely audited -- but so was ENRON.

If the auditor is "on the take" then NJCU's books can always be balanced.
